Disguised German'officers continue to arrive at Irkutsk for the purpoMs of organising a force of Austro-German prisoners in Siberia.. CABINET STILL UNDECIDED. Received March 24, 5. 5 p.m. London, March 23. The Daily Chronicle statc-s an Osaka cable reports that Japan has not yet mado up her mind regarding Siberia, the hesitating being due to the Cabinet's weakness. A probable solution is an all party Cabinet.
