President Wilson's non-assent to intervention in Siberia is unchanged, but ho will assent later if public opinion insists owing to the position growing more serious. SUGGESTED ISOLATION OF GERMANY. Washington, March 20. Mr. Owen, in the Senate, urged a League of Nations to isolate Germany commercially for five years unless she consented to peace.
