The Telegraph's correspondent adds that the Foreign Minister stated that Parliament had not received the Allies' reply. Despite this, rumors are persistent iii financial and shipping circles that a fresh crisis arisen, also complications with Germany, as an order has been issued prohibiting the Netherlands inland waterway shipping going to Germany or Belgium. Also the German Government rcaises permission to Dutch canal boat; now in Germany and Belgium to return to Hciiand. Th>: Hague, March 20.
