A LARGE FORCE READY. TROOPS ALREADY .DISPATCHED. London, March 3. A high Japanese official in London states that Japb -.i< has long been waiting her chance for effective military cooperation conformable with the Allies' interests- A large force in Korea, and Manchuria is ready to advance at a few hours' notice and can be quickly reinforced. . • The Russo-Japanese Alliance is not abrogated by the Bolshevik policy, and Japan is entitled to intervene without lieiYig antagonistic to Russia. The Tientsin correspondent of the Weekly Dispatch reports that Japan and China, aro already sending troops to Siberia and Manchuria respectively. A DELICATE SITUATION. AMERICAN PRESS I COMMENTS. I Washington, March 3. The Japanese Embassy reports that Japanese and Chinese troops have entered Siberia. The Japanese are merely guarding the railway near Harbin. Washington correspondence points out that the situation is delicate because the Allies do not want the Bolsheviks to construe Japanese participation as an unfriendly act towards Russia. The New York Times states that if Japan lauds a force at Vladivostock Japan will not establish a shadow of a title to retain Siberian territory after the war. It is absurd to suppose that Japan will make such pretensions. The New York World believes that Britain will not consent to the dispatch of a -.Japanese force to Siberia without a definite agreement regarding the employment and ultimate withdrawal of the troops. The Herald suggests that the Japanese should invite the Chinese to co-operate in any protective movement in the Far East. A SENSIBLE WARNING. Tokio, March 3. Motono, speaking in the Diet, emphasised the fact that the Allied Ambassadors had left Petrograd because their I personal safety was endangered. Diplomatic relations were not severed, Count Terauchi warned the people to ronsider the subject calmly. They mtfst take the srreatest care not to make mis+4k«*.
