PORTUGAL.
GERMAN BLUFF FOILED. BY BRITISH ACTION. Received March 1, 5.5 p.m. London, Feb. 28. Lord Denbeigh, speaking at the Colonial Institute, revealed the fact that Germans. early in lfllC, were seeking concessions in Mnderia. The Ambassador told the Poriigal Government that unless the concessions were granted the Kaiser would send his navy up the Tagus to Lisbon. The Portuguese Government cabled to England, and the Admiraltyprepared to mobilize the fleet, but changed the plan to an order for the Atlantic Fleet to steam to Portugal. Meanwhile, the Kaiser was informed, through an undiplomatic source, what lad happened and the next day the German Ambassador notified Portugal that he had exceeded his instruction*.
