NEW RECRUITING SCHEME. OUTLINED BY MR. HUGHES. , Received Feb. 25, 10.10 p.m. Melbourne, Feb. ?5. Mr. Hugnes outlin?d a new recruiting scheme, providing for Hie appointment of a Royal Commission to decide how many recruits are wanted monthlV, for an increase of separation allowance to married men by 33 1-11 per cent., and for paying 4% per cent, interest on soldiers' deferred pay. Eligible men are to be asked to submit their names to a district ballot and to enlist if drawn to make up tbe quota for any particular month. Recruits are to be insured, and ' bonuses paid recruiting sergeants. Returned soldiers are to replace any eligible men whose circumstances do not. debar them from enlisting, but who will not enlist.
