CONFIDENCE IN LLOYD GEORGE. Received Feb. 21, 1 a.m. New York, Feb. 20. The New York Times states that Mr. Lloyd George's explanation entitles him to Parliament's and the country's confidence. The overthrow of the Ministry would be regarded with apprehension in America. The Eastern Extension cables are still interrupted, and there is still a heavy delay on the Pacific. Mr. Lloyd George's speecli regarding the General Robertson incident, which precedes Mr. Asquith's motion, has not come to hand yet. HeaVy thunderstorms and rains are interfering with the land lines. GENERAL RAWLINSON APPOINTED. London, £eb. 19. Sir Henry Rawlinson ha,s been appointed British representative on the Versailles War Council. (Sir Henry Rawlinson was commander of one of the British armies. The New Zoalanders formed part of {bis army in the Somme campaign. Sir Henry is 53 years of age. He was A.D.C. to Lord Roberts (then Sir Frederick) in 1887 and> served in the Soudan and South 'African campaigns. He was Assistant-Adjutant-General during the siege of Ladysmith, and afterwards commanded a mobile column*;
