The Houses' military committee are taming a War Appropriation Bill, estimated to total seven billion dollars. SELLING GERMAN OWNED BONDS. t v New York, Feb. 10. The Federal authorities here have ar:sted Johannes Werkhoven, who is charged with having brought Germanowned bond ooupons to America, for the purpose of cashing them. Werkhoven .was a purser on a Dutch ship, and the ' authorities allege that he cashed three million dollars' worth of coupons. Werkhoven contends that the bonds trere owned by a Hollander. He declares that the Germans are no longer confident that the U-boats can win the war, and the whole nation is clamoring for peaec. ANTI-SUBMARINE DEVICES. ' Wasliington, Feb, 19. Mr. Daniels has asked Congress for an additional appropriation of 100,000,000 dollars for contracts for anti-sub-marine devices.
