INCREASING PRODUCTIVITY. COMPREHENSIVE PROPOSALS. Received Feb. ID, 7.25 p.m. Ottawa, Feb. 18. A comprehensive plan of the Government to increase grain and live stock in western Canada includes utilising Indian reserves for agriculture and the employment of Indian labor. A conference of Premiers with the Dominion Government resolved upon greatly increased production i n 1018, and to plant every available acre in wheat in all open, new and vacant areas, and place 25,000 boys and soldiers on the land. UKRAINIANS PROTEST. AGAINST THEIR COMPATRIOTS' ACTION. Reuter Service. Received Feb. lfl, 825 pm. Ottawa, Feb. IS. Two thousand Ukrainians, representing a quarter of a million of the population of Canada, have denounced the separate peace by the Ukraine and resolved to carry on the war. TJicy issued a statement to the Dominion Government offering to mobilise the Ukrainians for labor or to carry on war duties, provided the Government removed the stigma that they were alieu enemies. Sir Robert Borden lias given a favorable replj, declaring the offer was entitled io consideration.
