Representatives of nineteen Allies and neutrals presented the Bolsheviks with ft note refusing to recognise the decrees which repudiated State loans and confiscated property in so far as foreign subjects were affected. The note warned I the Bolsheviks that the signatories would, at a later date, insist on satisfaction for all losses sustained under these decrees.
