POISON GAS PLANTS. FOR USE ON WESTERN FRONT. RECORD BATTLESHIP CONSTRUCTION. Received Feb. 17, 5.5 p.m. Washington, Feb. 16. The Government is building two gigantic poiso|-gas plants for the use of the Americans on the West front. Mr. Daniels has announced a world's record in ship construction —an American battleship launched in four months after the keel was laid. President Wilson, in a proclamation, places the entire United States foreign commerce under license. This means that no commodities can be exported or imported except under Government license, with the object of making the maximum shipping available for war supplies. THE GERMAN OFFENSIVE. New York, Feb. 15. The World's Paris correspondent says there is every indication that we are on the eve of a* great German offensive on the West front. THE SHIPPING PROBLEM. Washington, Feb. 15. According to a semi-official statement, Great Britain and the United States produced 2,064,000 tons of shipping in 11)17, whereas the sinkings are estimated at 6,000,000 tons.
