UNFIT WAR PRISONER^ Received Feb. 13, 8 p.m. Amsterdam, Feb. 12. The Russo-German delegates signed an agreement whereby unfit war prisoners are to be repatriated. Similar agreements have been signed on behalf of Auatro-Hungary, Bulgaria, and Turkey. BRITISH GOVERNMENT'S ATTITUDE Reuter Service. Reecived Feb. 13, 8 p.m. London, Feb. 12. The British Government does not feel bound to recognise the Ukraine peace.
