POLAND.
THE INDEPENDENCE QUESTION. Received Feb. 8,-10 p.m. Petrograd, Feb. 7. M. Trotsky, replying to Dr. KuMmann at Brest Litovsk on Sunday, agreed to acknowledge Polish independence, but refused to recognise the Kounharshevsky Government, because it was unrepresentative of the Polish people.
