PEACE WITH UKRAINE.

TREATY FOR SUBMISSION TO KAISER. London, Feb. 6. .The Daily Express Amsterdam correspondent believes that Herr von Kuhlmann and Count Czernin returned 'to Berlin with the terms of a complete peace treaty with the Ukraine for the purpose of submitting it to the Kaiser. It is understood that the treaty embraces political, military and economic matters, and provides-for the exportation of vast quantities of Ukrainian wheat to Germany. The Daily Chronicle's Petrograd conespondent points out that Berlin Is latterly publishing the first news of anything unfavorable to the Russian Government. Consequently there maye be some foundation for the report which the Oer;iian press is emphasising, namely, that the revolting Polish legionaries have captured the Russian military headquarters, taking prisoner General Krylenko and staff. UKRAINIAN TROOPS CONCENTRATING. REPORTED RECAPTURE OF KHARKOFF. Amsterdam, Feb. 6. German reports state that the Ukraine Rada has concentrated half a million troops near Kieff. According to the Yossichc Zeitung the Rada troops have recaptured Kbarhoff.

London, Feb. 6. jL wireless Russian message states that tlie Ukrainian Soviet is now the supreme authority in Ukrainia, and that agreements have been reached for a federal union with Russia and complete unity in foreign and internal affiirs. TROTSKY'S AIM BECOMING, CLEAR. NOT PEACE, BUT GENERAL REVOLUTION. Berne, Feb. 6. The Frankfurter Zeitung indicates that tho conference at Berlin is discussing peace with the Ukraine. The Zeitung adds that it is becoming increasingly clear,that Trotsky does not aim at peace, but at a general revolution. Making peace with the Ukraine is therefore increasingly necessary. The Berliner Tageblatt says that the conference is also discussing the prospect of peace with Roumania. TROTSKY ISOLATED. GERMANS HIDING SOMETHING.
