DIFFICULTIES OF CONSCRIPTION. RECOGNISED BY RECRUITING COOTERBNCE. Received Feb. C, 1145 p.m. Capetown, Feb. 5. At the Recruiting Conference, a resolution urging the Government to enforce the principle of conscription generally, or apply it to British-born subjects, was negatived in favor of an amendment regretfully recognising the impossibility of enforcing conscription under the prevailing conditions in South Africa.
