Russell said he was surprised to find that the annual grant of Cf>oo had not been increased sine* 18(18, and he would place before Cabinet a proposal to increase the grant substantially on clearly defined lines. HU own idea was that Parliament should be asked each year to vote a special sum to be used in securing equipment for tha four university laboratories, and also the Dominion laboratory. The time had come for New Zealand to face seriously the utilising of by-products and creation of secondary industries.
