THE UNSEEN HAND.

(JAILLAUX'S ACTIVITIES. SENSATION LY FRANCE. London, Jan. IS. Thu Times correspondent at Paris slates that Caillaux's arrest caused a sensation in the city. Many people acclaimed M. Cleinenceau (the Premier). Caillaux was asleep at his residence when the police arrested him. He accepted his arrest- calmly and reticently, and was lodged in the Sante Prison, in which 8010 and the Pionnet Rouge stall' are interned. The Government has not yet published the details. It is reported that the arrest was partly based on an accusatory statement from a foreign Government, presumably the Italian, supporting the flenouard dossier.

Tremendous interest is being taken in the 8010 trial, wTiTCfc -will begin on February 1. The dossier includes an expert report of' hundreds of pages, showing Bolo's entire expenditure. According to Le Matin he alleges that the whole of the money was his personal property, anfTlhat it was deposited in an Antwerp bank before the war. He 'became associated with the Deutsche Bank only when remitting money to America.

The Matin reports that Mr. Lansing (American Secretary for State) has communicated to M. Ctemenceau (French Premier) translations of further Luxberg dispatches dealing with a series of negotiations between Caillaux and the German Government during and after Caillaux's visit to the Argentine in 1916. They disclose that Caillaux desired the earliest peace, with the view to the restoration of FrenclT and German trade.

Luxberg, at Caillaux's request, indicated plans for discrediting the French patriotic leaders. The, Matin recalls that Frenchmen living in the Argentine were astounded 'by the German friendship shown to Caillaux and his wife during the visit of Caillaux. Securities valued at \{!80,000 wens found in his safe at Florence, having been removed thither when the Germans were marching towards Paris. He described the documents found at Paris as "curios," hut strongly protested when' the Government intimated that his safe was ■being opened. A magistrate and attorneys were present during the opening. The Echo de Paris alleges that the documents include plans for the formation o/ a Pacifist Ministry and the ruin of various strongly patriotic politicians and' Civil servants.

Humanite alleges that M. CJemenceau W ssess ion of a letter from Caillaux to Sigrior Cavallini (a reputed pro-Gor-man), in which is the following phrase: "The amount you offer is insufficient to have any effect on Pa/Hament."
