PEACE IN FAR EAST. ,' JAPAN TAKES RESPONSIBILITY, ' Received Jan. 27, 5.5 p.m. Tokio, Jan. 26. Marshal Terauclii (Premies), in a speech, said Japan holds herself responsible for the maintenance of peace in the Far East, and, if it is endangered, will not hesitate to take proper measures. He observed with anxiety that the internal disorders in Russia' threaten peace in the Far East. Japan's relations with 'Britain and the Allies were j strengthening.-
