,MANUAL AND TECHNICAL REPORT. The Manual and Technical Committee' reported Recommending that application be riiade for the recognition of the classes at the Hawera Technical School' as set out in the Department's memorandum of the 16th January, 191S, and that applications he called for . the position ,of engineering instructor for the Hawera school at a salary of £225 per annum; that the chairman be requested to make urgent representation? to the Department w'hen he is in Wellington for * grant to enable the hoard to carry out the additions to the New Plymouth Technicaf College, containing the space originally applied for; that the position of woodwork instructor at Hawera be offered to Mr. H. Chapman; that Mr. •T. \V. Thomas be thanked for his efforts in connection with the establishment of evening classes at Stratfora. , In' moving the adoption of the report Mr. Trimble said the Department 9>*d intimated that the Hawera Technical classes would receive recognition and in view of that it was recommended that applications be called for the position of engineering instructor. Regarding, the additions to the New Plymouth Technical College Mr. Trimble said the Department's proposal was lb add two rooms as they considered that when a Stratford school was opened some of the pupils attending New Plymouth would be diverted to Stratford. The committed, however, was of opinion that three rooms were essential. Mr. Dixon seconded the motion Which was carried. , ' l -

'RESERVE.? COMMITTEE'S REPORT. The Reserves Committee reported reeftminending that reserve section 14, block S. Waitara Survey District, be jet to Mr. H. B. Colson for a term of ten years; that reserve section 1", block 12, Ngaere Survey, District, be let to | Mr H. Johnston for a further term of ten years; that reserve section 0, block 12, Xgacre Survey District, be let to Mr. G. C. Turner for a term oi ten years. On the motion of Messrs G. Trimble and Smith the report was adopted. FINANCE COMMITTEE'S REPORTThe Finance Committee reported recommending the purchase of a motor cycle for tiie use ot the truant officer., the purchase to be left in the hands of tiie chairman; that a destructor be reeled for tiie disposal of rubbish in connection wjth the workshop at an estimated cost of about £lfi; that an i-.-eount of £1 17s 6d for sledging timber to the Tokirima school be paid and application be made to the Department for a refund. A return was presented showing the cost of new works at Tahora, Awakino, Matiere, Pukengahu. Te Wnkarjif, Otakeho and Finnerty road. Mr. White moved the adoption of the report. He said the question of providing a motor cycle for the truant officer was really a carrying of the conditions of the appointment. The matter of providing a destructor had been recommended partly- on account of the danger to the Board's owr. property by the nresent method of dealing with the* rubbish and partly because of objections by adjoining owners. The motion was seconded by Mr. Wilkinson and carried. OVERSEER'S REPORT. The overseer (Mr C. H. Moore), »ub- ■, liiit.ted the fqjlowing report:— Mt. Messenger.—This school 13 complet-! Ed and ready for occupation. We have taken over the old school and inade it into a shelter shed, aa arranged with the committee. Tiie present entrance is not on the proper boundary—l understand the committee will make a new entrance and »<bw gates will be supplied them. j Waitara Tfrsiyiietil.—We have, .this | work well in hand. Okahukura.—The Department having made a grant for the additions to this | school, I am making arrangements toi have the work carried out as agreed between the Board and the Committee. Matiere. —The contracts let for the new seliooT and general renovating of the residence at Matiere, and the reinstating of tiie wash-house and other work at Orangiwai are just about completed. I propose to pay p, final visit of inspection as soon as possible. Aukopae—The slow arrival of the timbei; on the site has rather delayed making a start with the new sdhool. All material is on the way, and I hope a start will he made next week. Urenui.—We have just about, finished the painting and general repairs to both school and residence. We have left the out-offices unpainted as I propose to renew these within the near future. N Midhirst.—We have painted the inside of the kitchen at the residence; a lot of general repair work at the school has yet to receive attention. Hawera.—The removal of platform and other work authorised is receiving attention. Eltiiam. —As instructed I went into the matter of a proposed fence on one side of the school residence section. I would suggest that the present live hedge is quite sufficient without a f«ae«, if out down and kept properly. Toko.—The headmaster has drawn my attention to tJlie state of the verandah, kitchen range, and tank at the residence. I would respectfully ask permission to have any necessary work attended to. Omata.—As instructed I have consulted with the Omata school committee in the matter of asphalting between the back of school and the shelter shed, and forming a pathwav round the school. General. —In the matter of whool tanks I would respectfully suggest that tf th« present price of Iron keeps up it will be necessary to erect concrete tanks where possiblej-in many cases the committee* would probably pay part of the cost. On the motion ot the chainpan and Mr. Dixon it was resolved to inform the Eltlham committee that the Board considered that provided the hedge is kept trimmed it would provide & sufficient and adequate fence. Regarding the question of school tanks, the overseer was instructed to prepare estimates for the ( construction of concrete canks, taking into account the cott of gravel,

SECTOR INSPECTOR'S REPORT. The senior inspector (Mr A. J. Morton) reported, as follows upon applications for new schools and additions: Auroa (addition). —I beg to report that there are 115 pupils on the roll of the Auroa shcooi. The school will with case advance a grade at the end of the year, and the itaff will consist of three teachers. The dimensions of the rooms are respectively 30ft x 21ft, and 21ft x 21ft. The floor space provides only 9.3 per pupil. The district is one in which there, ia a tendency to reduce the area of farms as the soil is good and. the price of land high. Probably the numbers will increase still further. An important station is to be placed in this locality w;hcn the branch railway through the district, is completed. In my opinion the provision of a third class room 5s urgently demanded. Arawhata (new school).—The information in this case is incomplete. No map was returned. The number of children is stated as eight in the application, although 19 children of school age are mentioned on the lists. Of the 19 it is definitely stated that five will not attend the new sdhool. The exact position of the proposed temporary school is not indicated. Apparently there are a sufficient number of school children, if all aitoniied, to warrant the establishment of a grade 1 school* More definite information is, however, necessary. The probable position o! the proposed temporary school is about five miles from the Oaonui school and the residence of th outliving farthest from that school is (i 1-4 liiilcs All the- olden pupile at present attend the Oaonui sphool. In reference to the application ior the Upper Arawhata road, the matter of obtaining further iniormation as to the number of children expected to attend and also the exact position of the proposed temporary school was referred to Mr.' White. The senior inspector also reported as follows on the matter of alterations to the gymnasium at the Hawera Districc High Sdhool: —As the infant department of the Hawera District High School is provided with only just six square feet of floor space per pupil, there is need of more accommodation. Failing a larger scheme the proposal to repair part of the gymnasium offers more room, and the verandah (partly open) will be suitable for Ifontessori exercises and other occupations oi the yotingest pupils. On the motion of Messrs Dixon and Smith the report was received.

Clare as probationer at the West End School were approved. WAR BURSARIES. A letter was received from the Government enclosing an extract from the New Zealand Gazette setting forth the regulations for the award and tenure; of war bursaries. It was decided to acknowledge receipt of the letter and "lo reply that t/he matter would receive the widest publicity possible. GENERAL. A letter was received from Lieut. H. A Stratford, from Brockenhurst hospital, acknowledging his appointment as headmaster of the Central School, New Plymouth, and intimating his appreciation of the appointment under existing circumstances. ' An offer was received from S. Pearson of copies of sheets containing the Decalogue for use in the schools under the board's control. —It was resolved, on the motion of Messrs Trimble and DiXon, that tihe board could not see its way clear to purchase any of the copies at present, but that the names of the school committees be furnished to Mr. Pearson. A*communication was received from the secretary of the Educational Council intimating that the board's proposals regarding the Stratford Technical Hrgh School would be brought twiorc the next meeting of the council. The same committee for the selection of teachers as was elected last year—namely, Messrs .\taaters. Trimble, and Smith—was re-elected, with the addition of Mr. E. Dixon. On the motion of Messrs Dixon and Smith it was arranged that the chairman should interview the Minister of Education when,in Wellington the question of the rebuilding of Tawihiti and Normanbv schools.
