DEMANDS TO BE GRANTED. WORK BEING RESUMED. Times Service. Received Jan. 24, 1.45 a.m, London, .Jan. 23. Vienna messages state that King Karl has refused to accept Dr. Seidler's and Dr. Wekeele's resignations, commanding them to retain theft Ministries, and accede to the popular demands regarding food, the extension of communal franchise, women's suffrage, and civil control of industry. Dr. Seidler further announced that the Government aimed at a speedy general peace without annexations, permitting Poland to settle her own relationships with Austria. All the ptrilces are ceasing, and work is being resumed.
