' NOT SEEKING RECOGNITION BY FOREIGN GOVERNMENTS. 'Reeeived Jan. 23, 5.5 p.m. Washington, Jan. 22. The United Presa Petrograd correspondent states that the Foreign Office has announced that the Bolshevik Government wil not seek foreign governments' recognition, but they do desire the help of the peoples who are looking for peace.
