PROCEEDINGS AT THE CONFERENCE. ANOTHER DISAGREEMENT. { RUSSIA'S DIFFICULTY. Amsterdam, Jan. 15. Baron von Kuhlmann, at the BrestLitovsk negotiations, adopted the standpoint that portions of Russia striving to obtain separation were already qualified to conclude agreements with Germany, M. Trotsky replied that the present representative bodies could not prove that they spoke in the name of the entire people of Russia. Baron von Kuhlmann and Count CV.ernin intimated that they were willing to invite the representatives o» these sections to Breat-Litovsk. M. Trotsky replied that the territories concerned had no democratic representative bodies. The Russian delegates then proposed strong conditions regarding the rignt of self-extermination for these peoples. Count Hoffman protested that the Russians spoke as if they were the conquering party. The German Army Command refused to evacuate Courland, Lithuania, and Riga Island. Negotiations were adjourned. Received Jan. 10, 8.5 p.m. Count Hoffman continued: "The Russian delegation demands the rights of self-determination for the occupied territories, which will not apply to their own country, its government being founded purely on a power which will ruthlessly suppress all who think otherwise, everyone with different views 'being declared an outlaw." Count Hoffman instanced the Maximalist outrages upon the bourgeoisie and counter-revolutionary people. No date has been fixed for the next meeting.
PEACE NOT ENCOURAGED. BY VIENNA OR BERLIN Received Jan. 16, 11.30 p.m. New York, Jan. 15, The United Press Rome correspondent states that Papal Nuncios at Vienna and Berlin have informed the Pope that there is no encouragement for peace being brought about at present.
