I'. Oliver, who returns to his sea command. Rear-Admiral Hope becomes DeputyFirst Sea, Lord. Rear-Admirals Beath and Halaey retain their positions. The creation of an Air Council abolishes the Fifth Sea Lord. Admiral Sir R. E. Wcmyss will exercise the double function of Chief of Stafl and First Sea Lord, dealing with large questions of policy and fleet distribution and operations. SPANISH SHIP SUNK. -) WHILE OARRYING HIDES TO " AMERICA. CAPTAIN'S BOAT MISSING. Received Jan. 13, 5.5 p.m. Las Palmas, Jan. I?. A. boat containing 18 survivors of ~tlie Spanish steamer Jooayiin Numbrell b&i arrived. The vessel was torpedoed at the end of December 20 miles off Madeira, becaifse she was carrying hides "to the United States. Another boat containing the captain and twenty sailo**"' missing.
