PREVENTION OF WAR. PROPOSED INTERNATIONAL COURT. TO CONSIDER DISPUTES. RULINGS TO BE ENFORCED. Received Jan. 13, 5.5 p.m. New York, Jan. 12. The United States War Association at a meeting outlined a plan for a, world court after the war, based on the contracting parties agreeing to submit to an international court, and not to declare tfar nor begin hostilities until the court had considered the dispute, and to use economic and military strength to enforce its rulings. Many European statesmen have approved the scheme.
