BRITISH LABOR CONGRATULATED. CHANGE IN MILITARY BALANCE. Stockholm, Jan, 10. The organising committee of the Stockholm Conference congratulated British Labor upon its reorganisation, and declared that the Stockholm Conference would have given Russian Labor the strength to avoid a separate peace. The refusal to give delegates passports to Stockholm presents a danger of a separate peace, resulting in increased reaction. The Austro-German change of military balance on the Western front means two, three or more years' fighting before either side can advance.
