RUSSO-GERMAN NEGOTIATIONS. THE NEXT CONFERENCE. Received Jan. 8, 12.25 a.m. Petrograd, .Tail. 7. It is rumored that the peace conference will be transferred to Berne. In the event of the Allies not joining, it will be held at The Hague. GERMANY'S SINCERITY. THE REICHSTAG'S OPPORTUNITY. Received .Tan. 8, 12 2"> a.m. Amsterdam, .Tan. 7. Maximilian Harden urges the immediate summoning of the Reichstag as the only means of convincing the world that Germany is sincere. If the Reichstag misses its supreme chance the war must continue, and nobody can foresee the end. The pan-German newspapers do not conceal their delight at the prospect of a hitch in the Brest-Litovsk negotiations, and point out that the defeated Russians must realise that they cannot impose their will upon the victors. The Vossische Zeitung charges the German negotiators with incompetence, allowing the Entente to get the upper hand. "We have lost the first rubber to England," it complains. ' NATIONAL RIGHTS. THE CONQUERED TERRITORIES. Received Jan. 8, 12.25 a.m. Amsterdam, Jan. 7. Volt Demndussche, speaking before the naili committee of the Reichstag on Saturday, said Germany adhered to the formula regarding the national rights of Russia had not definitely .refused the formula, and had agreed ;o further discussion. The Socialist section of the Reichstag discussed the situation on Sunday, and urgently requested the Government to adhere to the annexationless programme announced on Christmas Day, withdrawing the later terms which Russia would pavtir'accept.

The Chino-French commission is about to coqaider the sending of Chinese troops to Europe, Tuan-Oh-Yui, Director of the War Bureau, has requested the Government to allocate tihe Boxer indemnity fund lor the purpose.
