PROPOSAL TO JOIN ALLIES. ON RETURN OF CAPTURED TERRITORY. United Service. Received Dec. 28, 7.50 p.m. London, Dec. 27. Tnrko-Britlsh delegates are negotiating for an exchange of prisoners at Berne. The Turks brought a proposal from Enver Bey offering that Turkey would join the Allies conditionally on BHtain and Russia returning the captured territory. ..
