SUBMARINE LOSSES. A STEADY DECLINE. Received Dec. 21, 1-2.20 a.m. London, Dec. 20. A Press Bureau oflicial diagram shows that the British, Allied, and neutral tonnage sunk has steadily declined, since June, until the sinkings from September to December 12 were lower than those for the' March quarter Another diagram indicate* the steady rise in tile number of submarines sunk. Cbiozza Money said the general result of the convoy system was ft great diminution in losses. Only 2 per cent, of homeward cargoes were lost in November.
