London, Dec. 19. aft Arthur Henderson, in an article in the Manchester Ouardian, Bays that under the new constitution a, Labor Party would be founded on the national trade unions, tlie Socialist societies, and local labor organisations An industrial democracy rather than State .organisation of industry was the ultimate aim it had in view. Internationalism was a cardinal doctrine of the labor movement, hut the party would not suffer its internationalism to negative the ideal of an Empire that would become an alliance of free peoples under democratic governments. The first step would be to make Britain a democratic State. ORGANISATION OF FOOD SUPPLIES. KO FEAR OP STARVATION, London, Dee. 10. Lon! Rhondda, in a speech at Islington, said that every food queue was a-source of possible mischief, and they must, and will be stopped. The Ministry Would support local food committees, initiating schemes of move equita'ble distribution. The Controller will consider a scheme compelling customers to register at one shop for butter and margarine. Compulsory rationing would probably be necessary, but there was no fear of starvation. London, Dec. 10. The prices of potatoes, meat, broad, margarine, and cheese had been reduced, and during the half-year the cost of living had fallen 10 per cent. The Ministry's measures precluded the possibility of profiteering from business. He believed the country was willing to bear the most drastic regulations so long a3 the sacrifices were equal.
