i GERMANY'S PEACE FEELERS. I AN OFEICIAL EXPLANATION. Received Dec. 16, 5.5 p.m. , Amsterdam, Dec. 15. The German official explanation regarding Mr. Balfour's Statement in the House of Commons, on December 11, as to Germany having made proposals ..through a neutral regarding peace, says that Germany received a communication so couched as to warrant the belief that it was made witb the knowledge of Britain. Germany was ready to answer the inquiry, and considered a direct verbal reply through a neutral the best course, but Germany's opponents did nothing to facilitate such a direct reply. Mr. Balfour's statement was the first news received by Germany that the Allies were ready to receive a communication from Germany. No further steps were taken by Germany. ■ v AUSTRIA'S DEMANDS. AN INSPIRED STATEMENT. Received Dec. 18, 6.5 p.m. Berne, Bee. 15. The Nieu Freie 'Presse, in an inspired article, says that Austria wants no increase of territory. Hungary, moreover, refuses to accept the inclusion of Roumania and Serbia in the monarchy. These points can easily be settled with Lenin, but the peace conditions must definitely guarantee Austria all surplus grain and cattle from Roumania and Serbia. THE HERO OF LIEGE. Berne, Dec. 15. Prisoners from Germany state that General Lewaii, the hero of Liege, has been released, and arriyes in Switzerland to-morrow. ■ • ■ THE A*RMTSTICE NEGOTIATIONS. London, Dec. 14. A German official message states that the Russian delegation arrived back at Brest Litovsk on the 12th for* continuation of armistice negotiations.. The next plenary sitting was fixed for the 18th.
