QUESTIONS OF SEPARATE PEACE. Berne, Dec. 13. Moulctar Bey, Turkish delegate who is conferring with British delegates for the exchange, of prisoners, has asked the authorities at Constantinople for full power to negotiate if possible a separate peace with the British delegates. Mosktar admita the fall of Jerusalem.
