The Governor, commenting, 6ays:— "Apparently M. Caillaux'B idea was the conclusion of an alliance after the war between France, Germany, Spain and Italy against; Britain and Russia, whom M. Cailhvux . referred to as our real encrnias." The Governor adds: "The facts revealed justify the suspicion that M. Caillaux Worked for the destruction of our alliances, and thus seconded the progress of enemy aims."
