It was addressed: "To the people of Jerusalem the Bleßsed, and the people dwelling in its vicinity," announcing that they had been placed under martial law, which would remain in operation as long ai military considerations made it necessary. Furthermore, since your city is regarded with affection by ' the adherents of the three great religions of mankind, and its soil is consecrated by -the prayers and pilgrimages of multitudes of devout people of tjiese regions for many centuries, therefore do I make known to you that every saered building, monument, holy spot, shrine, traditional site, endowment, pious bequest, or customary place of prayer, of whatsoever form of the three religion?, will be maintained and protected according to existing customs and beliefs of those to. whose faith they are sacred. There was a great Jewish demonstration on learning of Britain's plans regarding the Jews and Palestine.
