Received Dec. 12, 7.50, p.nt, London, De* Mr. Balfour stated that in - September |att the Gove~ reserved from GerB>anv a communication, sent through a neutral diplomatic channel, that Germany would bo glad to make a communication to the British Government regarding peace. The Government replied that thev were prepared to receive any communication -Germany- desired to make to them and discuss it with the Allies. Ihe Government informed France, Italy, Japan, Russia, and the United States oi tjSermany's suggestion, and askcJ for •neir reply. No answer had been returned. No other official communication gad hecn received. •
