The enemy has applauded the decision, but the Roumanians are maintaining a dignified attitude, and have rejected all attempts at fraternisation GERMANY'S PEACE OFFER. BESSARABIA INSTEAD OF THE DOBRUD.TA Received Dec. fl, 5.5 p.m Paris, Dec. 8. Le Temps says that Germany has offered lioumania peace on the basis that Ihe Dobrudja be ceded to Bulgaria, P.oumania taking Bessarabia. It is announced from Haparanda that Bessarabia is declaring itself a republic.
