ROUMANIA.
RUSSIAN GENERAL SNUBBED. ROUMANIANS AND THE ARMISTICE Received Dec. 7, 10 p.m. London, Dec. 6. The Matin states that the Roumanian Government snubbed the Russian General Toherbatchoff, who advocated that the Roumanians should participate in the armistice. He informed him he had no authority to speak on behalf of the Roumanian troops. .CONCESSIONS BY THE ALLIES. AMPLE AND IMMEDIATE. Received Dec. 7, 10 p.m. Paris, Dec. 6. The Matin states that the Allies' Council is considering making ample and immediate concessions to Roumania.
