Emperor Carl, addressing AustroHungarian delegations, said that AustriaHungary was ready for an honorable peace. He hoped the Russian peace negotiations would be successful. THE FRANCHISE BILL. OVERTHROWING HER*TLING, Received Dec. 6, 11.40 p.m. Amsterdam, Dec. 5. German newspapers declare that the Prussian Conservatives inten/l to obstruct the Franchise Bill by every means in their power, in the hope *of forcing Count von Hertling to resign.
