A PIECE OF RED TAPE. DEFENCE DEPARTMENT'S SMARTNESS. Wellington, Nov. 24. In the Supreme Court John McGovern pleaded guilty to having committed a breach of the Military Service Act by making a. falser-declaration. ' McGovcrn was married on August 11, 1915, and by inadvertence the clergyman who officiated put the date April 11, J915. This apparently placed McGovern in the Second Division, though he was really in the First Division. McGovern handed the certificate to the Defence' authorities. Later on he learned of the error and offered to enlist, but the offer was not accepted. He was anxious to do so, and sold his property and suffered financial loss. The Chief Justice referred to the Defence Department's action as a piece of red tape, and on condition that McGovern would again enlist no sentence was imposed.
