A CABINET CRISIS. OVER JAPANESE CONCESSIONS. PREMIERSHIP AT A DISCOUNT. Received Nov. 19, 10.55 p.m. Pekin, Nov. 19. Indignation against granting important mining, financial and munitions concessions to Japanese concerns led to a Cabinet crisis, nobody being willing to take the Premiership, owing to the impossibility of meditation between the conflicting elements. Many Chinese fear "that. breaches of the psaec will cause Japnnose intervention.
