London, Nov. 15. Butter sales are at a standstill, pod* ing the completion of the scheme of distribution, which is expected daily. Forma for traders' applications will be issued on tiie Kith, reqifiring them to state «i< quantity received in 1916. The Food Controller lias announced that ho will purchase Ireland's exportable surplus, which will be treated as imported. The scheme will apply to all butter sold in Great Britain except Bri-tish-made, whereof the quantity is relatively small. It is understood some of the colonial importers djesired to Aefare the brands which they usually handled, but the trade generally considers tola impracticable, as one of the essentials of the scheme i 9 a flat rate for all batten.
