BUT OREAT SHORTAGE OP SHIPS. London, Nov. 15. Mr. Archibald Kurd, commenting on the record for the week against the submarine, points out that the faith reposed in the courage and skill of the 'navy lias been justified, but Britain has lost tonnago amounting to %\ million tons, after counting new construction, and our motto must be ''Economise!''
