To (ho Editor. Sir.-f was a. little surprised a( the Stratford comity engineer's remarks in vcur report of the council meeting. Why should he say that the council had beeii penalised to a g»eat extent when referring to a loan which Stratford County settlers in the Mangoatcu district have to pay for in order to get access to their properties, through a road in tlie adjoining county which is the only accessible outlet, as there is no road provided by tlie Stratford County Council, save a road line over the top of an inaccessible hill, where no person with reason would think of putting a road, as it would only lie waste of money, the grades being so steep, Besides it is not required when a level road is attainable through the Taranaki County which gives an outlet lo a good metal road leading lo Tariki railway station. I think the engineer must have meant that the settlers who have to pay for the loan were penalised, and not the Stratford County Council having to pay heavy rates when there io no possible road provided. The rates, in fact, should suffice to metal'the road in question, and to save the settlers from having to pay a special rate for a loan to do"it. A'irtually the rates should go to the Taranaki County Council and the Mca Road Board, as their roads are used and not the Stratford County roads.— [ am. etc., ' OBSERVER. Tariki, Nov. 12.
