CONSCRIPTION EXEMPTIONS. Melbourne, Nov. 13. The conscription referendum exempts all clergymen, but conscientious objectors are exempted only from combatant service. Eligibles in families already represented at the front are not liable until unrepresented families are called up on a pro rata basis. The scheme exempts one eligible in each contributing family. XfR. HUGHES SPEAKS IMPERIALLY. Received Nov. 13, 5.5 p.m. Melbourne, Nov. 13. Mr. Hughes, stressing the seriousness of the war situation, made an interesting announcement. He spoke, not at L hazard, but as a member of the Imperial [Cabinet. and as one to whom all information at its disposal was communicated.
