First, I would point out that when, three years ago, you entrusted the" management of the County to myself and others, we were almost afraid to draw cheques for the men's wages. Now your finances are prosperous, your roads, without tolhj, or railway alongside for heavy traffic or a big loan, are splendid for a Id rate, the.other farthing going principally to charitable aid, but Hospital matters are in a pitiable mess. The majority of the board, challenging the medical staff to a fight, funked; then resignyvg, they deserted their ship before .their term expired. Accounts had not been rendered for IS months, causing an appalling loss of your rate monies, while recently, it is now alleged, a cheque for £SOO to buy property was paid out without the necessary permission of the Government. In my place in the council, and through the public press, in an open letter to the chairman, I have repeatedly protested against the alarming May in which your rates were being squandered. Ten years ago the council paid the Hospital Board £309 lGs 3d; for the year ending 31st March next the levy is the staggering one of £1582 fte 4d—an increase of 500 per cent. The power to comment fails me, but whether I am elected or not, I wish to warn you that this expenditure is going to mount up, unless men experienced in local bodies represent you. I need hardly point out that all hospital rates are paid through the council, and it will be a serious matter if a councillor is not on the Hospital Board, so as to have direct control over spending your monies, but to-morrow's voting will show how much you are alive to your own interests.
