Received Nov. 8, 10 p.m. London, Nov, 7. : A remarkable book, entitled, "Deductions from the Great War," by the Prussian general Baron, von JTreytag Loringhoven, former quartermastergeneral, ajitl now deputy chief of 'tile general staff, has reached England. The writer is considered moderate among the Prussian militarists, hence his views are the more illuminating. Von Freytag Loringhoven shows that the most intelligent German military [loaders utterly reject the idea* of pacifism or internationalism. They regard the present war as showing that Germany must have a bigger navy and a [bigger army and far greater quantities of munitions for the next war. He proceeds: It may be asked': "What will be the use of all this? Will there not he a general exhaustion of Europe after this world conflagration to put the danger of a new war in the backI ground, and.pave the way to disarmament and permanent peace?" The j answer is, nobody can guarantee a long [period of peace, and a lasting peace can be guaranteed only by strong armuments. Moreover, world power is inconceivable without striving for an expression of power in the world and for sea power. But that involves the constant existence of a large number of points of friction, hence the necessity for adequate armaments on land and sea. The author expects that as a result of this war agreements to banish war will be concluded between the States, but all such agreements, after all, will be "only treaties." He 'hopes the present war-will rid Germany once and for all of confused cosmopolitan senfimentalism.

KAISER ORDERED HOME. Amsterdam, Nov, 7. The Kaiser has cancelled his visit to Govizin. The doctors have ordered him not to overtax his strength, and say that ho must do less travelling.
