LAURIER'S PROGRAMME. CONSCRIPTION OF WEALTH AND. 3IAN POWER. Ottawa, Nov. 5. Sir Wilfrid Laurier lias outlined his platform. It includes a Military Service Act to carry out the expression of the majority's desire. He favors conscription, not only of soldiers hut of wealth nnd resources which would otherwise be militarily exempt, enabling Canada to continue her splendid part in the war until the end. Other items favored by him are tariff reform, removing the two increases since the beginning of the war; drastic control of food supplies and prices; and the elimination of profiteering. Sir Wilfrid Laurier, in an election manifesto, said the fundamental objection to the Military Service Act was that it does not conscript human life, If returned to power he would do his utmost to mobilise Canadian resources for war purposes.
