A CRITICAL SITUATION. INCLINATION TO MAKE TERMS ••WITH ENEMY. NEGOTIATIONS PROCEEDING. Times Service. Received Nov. 1, 1.30 a.m. Stockholm, Oct. 31. There is a critical situation in Poland, and a growing inclination to come" to terms with the occupying powers. Although Polish sentiment is largely antiGerman, the absence of direct communication with the outer world causes public opinion to regard the military situation from the German eyes, and make the best possible terms. Negotiations between the Central National IPolisn party and Germany have reached a definite point, the agreement involving the Polish Government's acceptance of an obligation to raise troops for the defence of the eastern frontier from Vilna to Volhynia. thus releasing many German divisions (in the summer of 1918. II the agreement is ratified, Poland becomes an enemy State, and Germany's post-war commercial vassal. It is believed the danger is only avertible by a prompt Allied declaration, definitely including their war aims, and the establishment of a united Poland, with access to the sea.
