SERVIANS STARVING. FOOD RIOTS IX AUSTRIA. Received Oct. 20, 5.5 p.m. Roma Oct. 25. Advices state that 50,000 Serbians are ntarving, and many thousands of othere have awful sufferings, owing to insufficient rations, particularly in the Monastir district. The American Red Cross people report that there is great political confusion, owing to ignorance of the Allies' plans, und they also state that there are serious food riots in Budapest, Vienna, and Prague. The soldiers fired on the crowd in one city, killing 40 and wounding 150 women and ohildren. FEAR OF ALLIES' REPRISALS. 'Berne, Oct. 25. Germany is preparing to remove her military factories from western Germany, fearing the Allies' aeroplanes will destroy them.
