RUSSIAN WARSHIPS SAFE. PEOPLE AT SIXES AND SEVENS. Petrograd, Oct. 24. The Russian warships in the Gulf of Riga have succeeded in rejoining the main Baltic Fleet. The local Council of Workmen and Soldipr3'| Delegates adopted the Maximalist resolution in favor of a speedy peace, accusing M. Kerenskv .of a wish to surrender Petrograd to the enemy, again demanding that all power be handed over to Council of Workmen and Soldiers' Delegates, and instructing the executive to propose an armistice to all nations, but, .pending the arrangement of peace, Petrograd must be defended. In tho discussion in the Preliminary Parliament the Minister of War declared that provisioning the army was severely hampered by the action of certain provinces, which had plenty of bread, refusing to give it. The Minister of Marine admitted that the relations of officers and bluejackets at Hclsingfors were most strained, but the question of discipline had been settled on the basis of mutual confidence between the sailors and officers on the warships participating in tha battles in the Gulf of Riga. General Alexiefl declared that the army must save itself, as they could not at present depend on the rear. M. lierensky protested against Genera! AlexiefT's statement that the army was incapable of fulfilling its duty. But for fanatics and traitors Russia and her Allies would have had an honorable peace by Christmas.
