The Council met at 2.30 p.m. The Council decided to ask for a further conference with the House on the subject of its amendments in the Rale of Liquor Restriction Bill, clauses. 40 and 42, in regard to persons found on licensed premises after hours, and the definition of licensed premises. The conference is to be held at the supper adjournment. The Council resumed at 8.1.5 The Shops and Offices Bill, passed by the House, wan reported on by the Statutes Revision Committee with,inconsiderable amendments and after a. brief discussion, a motion to report progress was carried and the Council rose

Replying to Mr. Forhoa, the Premier said he was afraid he would not bo able to finish the business of Parliament and close the session this week. He thought it would probably be Tuesday week before members could get away. i NBW BILLS, The Native Land Claims Adjustment Bill (Hon. \V. H. Herries) was read a second time pro forma. The War Legislation Amendment Bill (Hon. A. L. Herdman) was introduced and read a first time. The House then proceeded to deal with a number of local Bills. * PRIVATE BILLS. The Waimakariri Harbor District and Empowering Amendment Bill ('Hon. Buddo) passed the committee stage as originally introduced, the House, by 30 to 12. rejecting an, amendment, introduced by the Local Bills Committee, to include the borough of P.angiora in the rating area. The BTII was then read a third time and passed.

| The Xupier Harbor Board Empowering and Vesting Bill (Sir J. Findlay); the Foxton Harbor Board Amendment Bill I (Mr. W. H. Field); the Napier Hiifli School Empowering Bill (Mr. Brown); the Christchurch Milk Supply and Markets Amendment Bill (Mr. Ell); the Nelson Harbor Board Empowering Bill (Mr. T. A. 11. Field) : the Dunedin Waterworks Extension Bill (Mr. Statham); the Hawke's Bay River Amendment Bill (Sir J. Findlay) the Whakatane Harbor Amendment Bill (Hon. W. D. S. Mac Donald); the Wanganui Harbor Board Vesting Bill (Mr. Mander), passed the second reading. In committee, Mr. Nos worthy called for :l division against clause 40 of the Xapier Harbor Board Empowering and Vesting Bill, on the ground that it proposed to raise a loan without a poll of ratepayers. The clause was retained by 39 to 13.

In the Foxton Harbor Board Amend- ( ment Bill, the Premier moved a new clause having for its purpose the preservation of the celebrated landmark known as the "Round Bush." Mr. Field said lie was just as anxious as anyone to see the bush preserved, but he pointed out that this clause deprived the board of a certain jiortion of the board's endowment, and he asked the Premier to give an assurance that the area thus reserved would be made up to the board elsewhere. The Premier said he could not give any such assurance. The clause was agreed to. In the Christchurch Milk Supply and Markets Amendment Bill, the Hon. Russell said the measure was of a revolutionary character, and he moved a new clauae that it shall not come into forco until the ratepayers have approved of the same at a poll. The clause was rejected by 19 to 22, and the Bill was reported without amendment. The Nelson Harbor Board Empowering Bill passed with an amendment moved by fie Minister of Railways, giving the board twelve months in which' to purchase a part of the railway reserve and wharf. In the Dunedin Waterworks Extension ■Bill, Hon, Mac Donald moved a new clause providing for setting up a new tribunal under the Mining Act to adjudicate upon possible claims arising out of the diversion of water from the mining area. Agreed to. The reminder of the Bills were 'ported unamended or with minor „.nendments, read a third time, andj>assed. The Wairoa Harbor Board Endowment Bill was, on the motion of Sir J, Findlay, withdrawn. I
